[Kiali] Validating the Control Plane Components

As a Service Mesh user, I have documentation that tells me how to access the Kiali web console to validate the status of the Control Plane components.  Once the ServiceMeshControlPlane has been created, guide users to access the Kiali web console to validate the status of the Control Plane components.  (Note that you cannot access Kiali if the control plane hasn't deployed correctly!)
