As clarified with product team, the OSSM 2.3 release introduces "OpenShift Container Platform Service Mesh Console" as Technology Preview, not Developer Preview.

The mention in the RN (https://docs.openshift.com/container-platform/4.11/service_mesh/v2x/servicemesh-release-notes.html#openshift-service-mesh-console) needs to be changed to reflect that.

The blog post link should also be changed to https://cloud.redhat.com/blog/introducing-openshift-service-mesh-2.3.
