If a control plane resource is deleted, the operator currently doesn't re-create the resource until you modify the SMCP spec.

Since the operator's job is to keep the actual state aligned with the desired state, as dictated by the ServiceMeshControlPlane object, it should re-create any missing resources immediately - without requiring any input from the user.
