Istiod should log member namespaces on every update

    Description

      When debugging issues in istiod, a crucial piece of information is missing in the logs: the list of member namespaces.

      In a customer case I'm currently analyzing, istiod is trying to watch resources in a namespace that isn't listed in the SMMR (but it was listed there previously). From the logs, it's not clear whether this particular instance of istiod received the new member list.

      As this information is very important in the Maistra version of istiod, it should be logged at the INFO level, just like all the XDS pushes.
