Set up github PR builder plugin or find other solution

Github PR builder jenkins plugin is still working but no longer maintain. There is a CCIT task which should find some other solution - https://projects.engineering.redhat.com/browse/CCITJEN-362

We can either wait for new solution or use GHPRB for now
