SMMR status shows ReconciledError when member is configured, but not up-to-date

      While the SMCP is being reconciled, the SMMR status shows ReconciledError. This status isn't appropriate, since there's no error. A status such as ReconcilePending would be better.

      The SMMR status also says "The following namespaces are not yet configured: ...". Since we now consider non-up-to-date namespaces to be configured, this message should be changed.

      Acceptance criteria:

      • during an SMCP update, the word "Error" does not appear anywhere in the SMMR status
      • the SMMR status never says "not configured" when a namespace is configured, but not yet up-to-date with the SMCP
