Redirect stream of access logs to custom service using mixer functionality.

2. What is the nature and description of the request?
The customer wish to redirect stream of access logs to custom service using mixer functionality. Need this feature and the details to be documented as well.

3. Why does the customer need this? (List the business requirements here)
Envoy allow us to redirect the access log to a file, however, there are no options for limiting the size or for rotating the contents of the log files which result in the log file growing indefinitely.

The customer is saying they need to collect access logs from all istio proxy containers.
