Istiod tries to create invalid ownerReference when SMCP.spec.general.validationMessages=true

      When you set SMCP.spec.general.validationMessages: true, istiod tries to create a ConfigMap with an invalid ownerReference. The following error is logged:

      error   status  Error writing Distribution Report: unable to create ConfigMap: configmaps "istiod-minimal-78c5bd88d-72m8k-distribution" is forbidden: cannot set blockOwnerDeletion in this case because cannot find RESTMapping for APIVersion meta.k8s.io/v1 Kind Pod: no matches for kind "Pod" in version "meta.k8s.io/v1"

       

      This is an upstream bug that we'll fix both here and upstream.
