Kiali: Could not fetch Istio objects list: Gateway Time-out - View only "foo" user

Istio config list timeouts to load for View only access "foo" user.

Steps to reproduce:

• Install SM 1.1 with Kiali 1.12.5 and Bookinfo.
• Create a "foo" user with view only permission on "bookinfo". "oc adm policy add-cluster-role-to-user basic-user foo", oc adm policy add-role-to-user view foo -n bookinfo.
• Open Istio Config page by logged in 'foo' user.
  Error will be shown after timeout: "Could not fetch Istio objects list: Gateway Time-out"

But it should load empty list and show notification message can cannot load configs because of permission problems.
