With mTLS enabled/added, the mTLS badge does not always show on the graph.

Reproduction steps:

• Deploy Service Mesh 1.1 with Kiali 1.12.3 + Bookinfo
• Enable mTLS
• Navigate to the graph, default view with no Edge Labels selected

• Note the missing mTLS badges

1) Default graph view, mTLS badges missing

2) Click on Edge with missing badge, note mTLS badges appear

3) Enable any Edge Label, such as Requests Per Second. Note that all expected mTLS badges are now present. Once an Edge Label is selected all mTLS badges appear and remain even when navigating off and then back to the graph
