To prevent simultaneous requests for OCP cluster creation, which frequently leads to hitting the Hypershift slice quota, we need to decouple the timing of our synchronization jobs. Currently, Sail and Istio sync jobs overlap, creating a resource bottleneck when there are changes in those branches and multiple jobs are executed at the same time.
