Background context:

The goal of this story is to reuse the existing test suite and extend coverage to PQC by running the tests in a dedicated job with COMPLIANCE_POLICY="pqc". Initially, the jobs will be maintained in the midstream repository until they are stabilized and unsupported PQC use cases are identified.
