Reproduce steps:
 
1. oc patch smcp/basic -p='{"spec":{"general":{"logging":{"componentLevels":

}}}}' --type=merge
2. $ oc get pods in control plane project, istio-ingressgateway and istio-egressgateway will be in CrashLookBackOff status. 
 
3. Check failed PODs logs:
 
Error: unknown scope 'ior' specified
Additional Info: istio-basic POD is not being impacted and it can output ior debug logs without problems.
