Pulling in the outstanding tasks from OSSM-9155, to comply with https://issues.redhat.com/browse/OCPSTRAT-819 which we are expected to comply with for 3.3.

Upstream PRs have been merged from the prior story adding optional protections for operands. 

Per an FAQ Doc  on this topic, "However, there is a block in pipelines(Konflux only) that would not allow any operator ship with Network Policy. We expect this block to be removed by 1 Feb 2026. This date is being reconsidered now and may change to a later date in 2026."
