Goal: Upgrade supported version of upstream Istio to 1.3+

Problem: The current productised version of Istio is based on the Istio 1.1 stream which will be end of life in approx. four months (December/January)

Why is this important: Allow us to track the upstream community efforts and provide latest capabilities/improvements to our customers
