To support the NI&D team in switchting away from OLM deployments for the OCP Gateway Controller, we should offer some way to produce either manifests or a helm chart which is easily consumed by the NI&D team.

Acceptance Criteria:

• make target to create manifests/chart that, when using equivalent values, produces exactly the same resources in the cluster as when using the Sail Operator
• it should be easy to consume by NI&D team (e.g. can be easily pulled into their repo using OpenShift CI)
• it is easy for the NI&D team to follow downstream product versions of OSSM
