Productize Kiali binary

      In order to see the graph in offline Kiali, users must first run `kiali gather` with the Kiali binary. It is expected to be a two step process where:

      Step 1: User runs `kiali gather` against their cluster in addition to ossm must-gather and uploads both results to their support ticket.

      Step 2: OSSM engineers or field team will download both resources and run `kiali run offline --data-path /path/to/resources` which will open Kiali in localhost and allow you to use Kiali offline.

      For step 1, users need a productized binary that can download and run `kiali gather` with. This would also help users if they want to run Kiali locally against their live cluster with `kiali run`.
