We need test results from istio int test suite running in prow to be uploaded to report portal.

AC:

• test results are uploaded to report portal for each job run on each PR
• ocp attributes, product version and other useful attributes for filtering are uploaded for each run
• it should be possible to use attributes to compare jenkins and prow runs
