We need test results from istio int test suites to be uploaded to report portal. 

AC:

• do we want to upload for both standard and conventor?
• test results are uploaded to report portal on demand
• nightly builds are uploading results by default
• ocp attributes, product version and other useful attributes for filtering are uploaded for each run
