We need test results from sail operator e2e test suite running in prow to be uploaded to report portal.
AC:
- test results are uploaded to report portal for each job run on each PR
- ocp attributes, product version and other useful attributes for filtering are uploaded for each run
- it should be possible to use attributes to compare jenkins and prow runs
