We need test results from https://jenkins-csb-servicemesh-master.dno.corp.redhat.com/job/sail/job/sail-operator-e2e-tests/ to be uploaded to report portal.

AC:

• test results are uploaded to report portal on demand
• nightly builds are uploading results by default
• ocp attributes, product version and other useful attributes for filtering are uploaded for each run
