The outcome of this Task should be a document describing the Proxy build process as it is now.
Suggested place for the doc is the Proxy Team Docs folder in Istio drive:

The purpose of the document is to have the info in one place, it's a starting point for the EPIC and it should give us the opportunity to talk about some potential places for improvement.

It should describe the steps that need to be taken from the start up to the point where it is releases with the OSSM product.
