In order to be able to reuse the mapt tool across all our ci jobs, no matter whether it's downstream or midstream testing, we need to set a common way to do this. This is why we need to create a script that handles the cluster process with mapt: creation, deletion, and the use of S3 buckets as backend for the pulumi files
