Istio's ambient mode includes "alpha" (experimental?) support for multi-cluster, and we have defined this as "Developer Preview" in 3.2.0, as we have not had an opportunity to test/document it with OSSM. This epic is to advance support for multi-cluster with Istio's ambient mode for OSSM.

Note: As multi-primary is the only topology currently supported, this epic can be limited to multi-primary. We can add additional topologies when there are customers requests for them.

Acceptance Criteria:

• Documentation for setting up multi-cluster with Istio's ambient mode on OpenShift (upstream Istio documentation)
• Automated testing for multi-cluster with ambient mode on OpenShift
