Do not allow skip-version upgrades in operator

When a user attempts to perform a skip-version upgrade, i.e. replacing

spec:
  version: v2.0

with

spec:
  version: v2.2

then the ValidatingWebhook should deny this update, explaining that updated control planes are only compatible with version==n-1 proxies, so skip-version upgrades might break your mesh.
