Add integration tests for WasmPlugin

    Description

      We're planning to migrate from ServiceMeshExtension to WasmPlugin, so we'll need to add integration tests that verify that WasmPlugin works the way we expect it to.

      Test should cover:

      • add integration test for WasmPlugin in maistra/istio
      • update header-append-filter for 2.2.0 to support WasmPlugin container format (done in OSSM-1670)
