There is a requirement from customers to switch from annotations to labels for sidecar injection during the 2.6 -> 3.0 migration with only single redeployment of the workloads.

AC:

• is it possible to switch from annotations to labels during the migration with only single redeployment of workloads?
• if yes, test and document this scenario 
• if no, document alternative ways, e.g. switch to labels first and then follow existing migration doc
• New documentation should be added to the migration documentation in Github: https://github.com/openshift-service-mesh/sail-operator/tree/main/docs/ossm/ossm2-migration
