OSSM-9076 created a temp downstream copy of the Namespace controller to limit the namespaces it creates CA root ConfigMaps to where there are Gateway objects created. Upstream Namespace controller now has CRL support for cert revocation which should be retro fitted the Gateway CA Controller.
