Run “tag-bump-bersion” workflow to bump up version for Kiali server and OSSMC

• OSSMC -> https://github.com/kiali/openshift-servicemesh-plugin/actions/workflows/tag-bump-version.yml

Note that you will have to repeat this task for any release candidate you create (e.g. after a last-minute hot fix in Kiali server or OSSMC).
