Steps:

1. Get the specific release built container image tag which is stored in quay.io registry (note: use only the latest istioctl-3-y-on-push tag)
2. Check the istioctl Product File and update it if necessary
3. Create a new Product File Version in the Konflux Release data repository specifying the release version (versionName) and release date (releaseDate). Finally, create a MR with these changes
4. Create a Jira for Cloud Distribution to publish manually the binaries into Content Gateway (eg. CLOUDDST-27917)

           Note: Currently, the Jira ticket is still needed to be created but this process might be replaced by an automatic way with Konflux pipeline push-artifacts-to-cdn
