Kiali's gather tool should be integrated with OSSM must gather so that users can use a single tool to gather everything from their environment.

Kiali gather should be behind a flag where it is disabled by default due to the potential for increased disk usage and time spent gathering. In the future, we may need options to scope down the gather if the resource usage is too high.
