Istio resource doesn't report healthy without IstioCNI

      1. Download OSSM 3.1.x
      2. Create a gatewayClass

      3. % oc get istio

      4. Only after installing IstioCNI the Istio resource is healthy

      When Installing OSSM 3.1.x using a pre-release image, the Istio resource does not report healthy because it expects an IstioCNI resource to be there. Networking has problems when an IstioCNI resource is there, previously istio would still report healthy without this resource.
