As of now the upstream deployment uses image from quay [1]. For downstream we must use [2]

[1]  quay.io/sustainable_computing_io/kepler:release-0.7.11

[2]  registry.redhat.io/openshift-power-monitoring/kepler-rhel9:v0.7.10-2

Note: Implementation will be to use [2] as the Related image reference in the operator bundle
