The root cause of the problem is that in edpm-ansible code https://github.com/openstack-k8s-operators/edpm-ansible/blob/main/roles/edpm_update/tasks/containers.yml#L88 "nova-storage" in edpm_update_running_services' condition is used, but this service doesn't exist. Deployment of iscsi and multpathd was reworked as a part of this pull request but update tasks weren't adjusted to follow the same deployment change
