From smooney@redhat.com : The Creating and Managing Instances guide contains procedures that were using a template meant for a RHOSO admin where in fact it needs to be a cloud user (operator).

Originally this guide was refactored as a part of the NextGen refactoring efforts and tracked in this doc task: https://issues.redhat.com/browse/RHOSPDOC-1487

We need to revisit this guide and fix any procedures that aren't applicable to the persona. This is a high priority task post-GA, but does not require hiding the guide until it's fixed.
