If horizon is used with legacy mode for image upload, the image is temporary stored at TEMP_DIR in local_settings.
Until RHOSP17.1, this directory is used with NFS share.

In RHOSO18, to accomplish the same thing, horizon container needs to access the additional network for NFS share.

However, the current horizon-operator doesn't handle networkAttachment and it cannot be accomplished.
