Steps:

1. Create vlan network with qinq setting set to `true`,
2. Create 2 VMs connected to that vlan network,
3. configure vlan interface on the VMs
4. Check with tcpdump if traffic sent between vms have correct ethertype, which is `0x8a88` for qinq enabled networks.
