Description of problem:
Current implementation relies on kernel routing table, so it can't be used with FDP options (ovs-dpdk or ovs-hw-offload).

All telco customers only deploy FDP options (SRIOV, ovs-dpdk or ovs-hw-offload), and won't be able to use that feature.

FDP support for BGP will be based on OVN routing and thus rely on OVN routing capabilites to support fast data path. 

Current priority is primarily to test and validate SR-IOV and OVS-DPDK. TC-Flower based HWOL should be considered as low priority from testing and validation POV.
