When controlplane is created ensure to check for controlplane services external-ip  to be assigned because if something is pending due missing configuration it leads to strange failure making it difficult to investigate.  So adding check would be good before proceeding further with deployment.

Also, the oscp doesn't report any warning/failure incase of service external-ip is pending
