configuring horizon to render the console is out of the scope of this epic.
this tracks the nova operator change required to make it accessible directly via a browser without horizon.

horizon simply embeds the web vnc console exposed by the console proxy and is not required to use this functionality. the vnc console URL can be retrieved with the OpenStack client or rest api.
