With the change introduced resolving os-reboot dataplane service role for adoption, the idea is to skip reboot if there is tripleo content. https://issues.redhat.com/browse/OSPRH-5668

      https://github.com/openstack-k8s-operators/edpm-ansible/pull/646

The Logic is implemented based on the assumption var/lib/config-data is old tripleo path for configs and /var/lib/openstack/ is new edpm style path.  But for greenfield deployments edpm_logrotate_crond_config_dir is /var/lib/config-data https://github.com/openstack-k8s-operators/edpm-ansible/blame/b322cac3704ddb375958fcdf20e600cd6e8c3661/roles/edpm_logrotate_crond/defaults/main.yml#L35 and it breaks auto mode.
