Define the procedure and develop any necessary tooling to adopt a Director-deployed telemetry services into a Podified Control Plane.

Pre-adoption

17.1 can have multiple states

• no telemetry enabled (default)
• openstack-telemetry enabled, autoscaling use case supported. (i.e aodh, gnocchi, and ceilometer running)
• openstack-telemetry + STF enabled
• STF enabled, openstack-telemetry disabled

Post adoption

• telemetry is running (by default)
• telemetry running + aodh (to support autoscaling)

No data is migrated; gnocchi is being removed from OSP, the openstack metric endpoint should be deleted during the adoption.
