As test-operator is part of the officially delivered operators we need to make sure the dependencies in this operator are in sync with the rest of our operators. So we need to run renovate on this operator too.
Steps:

1. ensure issues are enabled in the github repo
2. propose a renovate file in the repo similar to e.g. https://github.com/openstack-k8s-operators/keystone-operator/blob/main/renovate.json . Check if the referenced makefile targets are available for this operator
3. add the ref to the renovate runner in https://github.com/openstack-k8s-operators/openstack-k8s-operators-ci/blob/main/renovate.sh and update our renovate runner with the new script. (ping rh-ee-bgibizer as it needs access to the runner VM)
4. monitor and land the incoming renovate patches regularly.

DOD:

• Test-operator repository is registered with the renovate bot.
• We merged at least one PR proposed by the renovate bot for the test-operator repo.
