We want to register test-operator with the renovate bot that automatically updates the dependencies in to go.mod file. The bot proposes PRs automatically. An example of such a PR can be found here.

Here are the steps we should follow when enabling the renovate bot for a repo:
1. make sure that issues are enabled for the repo
2. propose a renovate file in the repo similar to e.g. https://github.com/openstack-k8s-operators/keystone-operator/blob/main/renovate.json check if the referenced makefile targets are available for this operator
3. then we can add the ref to the renovate runner in https://github.com/openstack-k8s-operators/openstack-k8s-operators-ci/blob/main/renovate.sh

DOD:

• Test-operator repository is registered with the renovate bot.
• We merged at least one PR proposed by the renovate bot for the test-operator repo.
