power management has been added to nova.
we should default to enabling this in the next gen installer.
to do this we should set
[libvirt]
cpu_power_management=true
https://docs.openstack.org/nova/latest/configuration/config.html#libvirt.cpu_power_management
this will enable the default cpu_state cpu_power_management_strategy
so no other configuration is required.
