When new work is filed as an Epic, how do we triage it, especially when one team (ex: Cinder) files work for another team (ex: Nova). At the very least, we need to make sure that the target team knows the issues has been filed, and can respond/react to it.

We can also leverage the intake process to achieve any architectural decisions that need to be made as part of starting work on that epic.
