RHOSO18 BETA: Neutron API slownesses on GET /networks with many RBAC rules

      We're experencing huge slownesses on the neutron API with many routed provider networks, many projects and RBAC rules to share them with projects.

       

      Here's some figures to reproduce the issues and results as admin and user:

      235 RPN, 436 subnets, 99k rbac rules, 436 projets, 3 physnets (1 per AZ).
      response times :
      admin: 31s,
      user: 29s
