For DNS based TLS-e to work with the Heat signals, the VM's we create need to be able to resolve DNS A records for the Heat endpoints.

To accomplish this, we need to configure the DNS servers in the job and point to a valid DNS server that is capable of serving these records for the Heat routes in OCP.
