We have a skeleton update process in place, but currently the update use set_openstack_container before the update workflow.  In an upstream job that directly triggers the update of the Pods.  This prevent the ping to run correctly as the openstackclient is killed and restarted while we are creating an OS instance.

We want the update to start after the ping test has started.
