Support Python 3.13 in Eventlet

      Python 3.13 will be released in October 2024, and it will be soon in our official supported runtime.

      At least to support this new Python version, Eventlet must:

      • Eventlet must be tested against Python 3.13
      • Eventlet must be installable in a Python 3.13 context
      • Upstream jobs must to introduce Python 3.13
